i have a 1950 bolt action rifle 7.62x51 from span.i'm looking for a scope & mounting brackets?
i'm brush hunting for deer,prairie dogs and foxes at about 100 to 250 yards.
If you know the make and model check Cabelas.com or Midwayusa.com and see if they sell scope mounts. Otherwise you'll have to take it to a gunsmith.

Best .223 Semi Auto for Varmits and plinking?
I'm looking for a .223 AR-15 for prairie dog hunts and plinking. I've looked at rifles by Bushmaster, Rock River, Armalite, DPMS and Colt. Figuring a 18 or 20 in barrel would be nice. Not sure which features are most useful. Budget is around $2500 including optics and whatnot Any advice?
All of the brands you mention make great AR's. I personally own a 16 inch RRA. I have an ACOG on mine and shoot Hornady 55 grain v-max and I get 1 MOA groups with it.
Barrel length is highly overrated, I have an 18" .308 DPMS that I shoot at over 900 yards accurately (yes I really can shoot at this range, I have taken advanced training), so I would advice the smaller barrel as it will be more maneuverable.
Scopes: This is far too personal for someone to tell you what is best for you, so I will try to give you a few ideas on some good options you might like:
*If you want a top notch scope I would recommend (from experience) the Leupold Mark IV TMR.
*If you are looking for a scope on a budget BSA has the stealth series (all under $300) that are specifically designed for the AR platform.
*ACOG has a lot of very nice choices too, with some different reticle options.
Advice: Buy several different brands and grains of ammo to try out with your new rifle. You will find that each rifle is different and certain brands and grain of ammo will work better. The only way you will learn what your rifle likes is to shoot 
So in conclusion if it were me with your budget... I would buy the RRA 18" barrel with the BSA scope and spend the excess money on ammo as the best rifle in the world is worthless without ammo
